La Legge indica che allo scopo di favorire la sicurezza e l’efficienza energetica del patrimonio edilizio esistente, per gli edifici residenziali in classe energetica E, F o G, o inadeguati dal punto di vista sismico o del rischio idrogeologico, sarà consentita la demolizione e ricostruzione, all’interno della medesima proprietà, di un edificio di pari volumetria e superficie utile, che preveda prestazione energetica di classe A o superiore e un’occupazione e un’impermeabilizzazione del suolo pari o minore rispetto a quelle antecedenti la demolizione. Non si dovrebbe prevedere un’incentivazione della rottamazione di quartieri che sono non nei singoli edifici, ma nel loro contesto urbanistico, poco sicuri, non efficienti, inadeguati ? E non si dovrebbe dare la possibilità di incrementare i volumi e modificare le sagome, per favorire un compact development ?

A civil engineer’s rant
That’s not mine. Our new building code is born old. Bureaucracy stubbornly requires the engineer to comply to impossible requirements: old gravel walls bound with insufficient amount of cement and without rebars should comply to ductility requirements of new steel-reinforced, new walls but you cannot rebuild it! Those are absurd, unfulfillable requirements but those bureaucrats just don’t care: they apply the law inflexibly against engineers while they blandly allowed other to blatantly violate the spirit of good construction rules them until recent past.
We need a silent retreating-revolution like those depicted inAtlas Shrugged by Ayn Rand where
most prominent and successful industrialists abandon their fortunes and the nation itself, in response to aggressive new regulations, whereupon most vital industries collapse.
We are quickly turning our country in a hell like that.
